I currently live in Louisiana where we have neither the ability to write in or to add an issue to a ballot by referendum.
Recently we had an election where all candidates for Insurance Com. where all the candidates were either convicted of corruption in the past or under inditement for the same.
Especially since we only have two parties (one better than the old USSR or Iraq) I think all ballots should have a choice of "None of the Above".
We are often given a choice between tweedle dee, and tweedle dum, and when tweedle dee is elected by 51% of the vote, in which only about 50% of the voters participate (net 25.5%), tweedle dee declares he has a "mandate of the people".
I've often wondered what would happen if we had a poll strike. What would be the result if say 5% of the registered voters showed up. Would a victory be declared?
Never mind, I'm sure the crooks would just take the money and run, without any guilt or shame.
Unity08 should call for the standardization of all voting methods in all States, with verifiable paper receipts and Internet posting of all results.
In addition, "None of the above" should always be a choice on every election ballot.
Of course, the devil would be in the details, but I think it can be done.
In any case, it would be a natural for Unity08 to adopt as their first plank in their political agenda.

The problem with nationalizing a ballot process is that congress can do it for reps and sens, but not for president. No Constitutional authority. Although I'm sure most if not all states would not use a seperate ballot for pres, for fiscal reasons.
I think we had some elections run about 5% of the voters here after Katrina, not that it mattered, no one blinked.
