The richest buy the most and pay the most tax. The poorest pay the least.
All the people that pay NO tax will now start paying. ie drug dealers, crooks, and just plain tax cheats. This methode could cover ALL taxes!!! Fed, State and Local We could do away with most of the IRS, how much would that save ??

What you're describing is the Fair Tax proposal. This would also allow foriegn visitors here on holiday to contribute. That's part of the beauty of it, you get, as you say, the drug dealers and all other criminal enterprises. Everyone uses something, the more you use, the more you pay.
Also, we completely eliminate the benefits of working "under the table" to avoid payroll taxes. Even if these people still work "under the table" to cheat on something else, like immigration or child support, at least they are paying taxes.
