If a candidate truly does not want to be considered that should be respected. I would suggest ahving a place, perhaps a small area on the main page, where reluctant candidates can be posted, where people can post to try to urge the candidate to change position. Give maybe two months of this, then re-contact and get a frim answer. If the answer is no then post that to the same area.
