We need to put a time frame in place where we can collect the actual voter data from each county in time enought to have a current database in place for this vote.
Each voter system should have a unique identifier that links each voter on a 1 to 1 basis.
Add the email address to this unique identifier and you shoudl be secure.
The big rub is getting these county governments to participate.
You would need to back your time frame down into this.
