In Nomination 3.2 the rule states that a Presidential Candidate becomes ineligible if they fail to pledge a Unity08 Presidential Campaign and nominate a Qualified Vice-Presidential Candidate from a different party in the "Qualifying Round/s".

So he/she can ride the wave up to the Qualifying Round and if they still are not willing to accept the Nomination, all they have to do is... nothing, and automatically become ineligible. So basically ignoring the draft attempt at this point is genuine assurance.

I agree - follow Nomination Rule 3.2

This seems like the obvious sort of solution, although I can see where the various wordings in different sections need to be reconciled. A candidate who provides the various material to "be" a candidate thus becomes one. The "nominee" who never takes action is never a real candidate, no matter how hard his/he fans might try to persuade. Even the kinda-sorta-maybe candidate who never names a VP is terminated.

I agree. Reluctant candidates can bow out after the qualifying rounds. If for some reason a "qualified candidate" wishes to withdraw later, that should be allowed up until the on-line convention.

Great observation on the part of ivasquez. The key verbiage includes the following:

"...The five Candidates having the most votes and who provide a written statement that they will accept the nomination of Unity08 and campaign for the Presidency of the United States for the Unity08 party and who form a Unity08 Ticket by submitting the name of a qualified Vice-Presidential candidate as defined in Paragraph 3.3 below shall remain eligible for the nomination. The others become ineligible." (emphatics mine)

Looks like the question is resolved! If all conditions are met, then proceed. Else, if some conditions are not met, they are ineligible.

If a nominee declines, we should not have to wait until the provision of Rule 3.2 kicks in to know that the candidate is not available. A simple computer filter in the nomination and voting process, put in as soon as the potential candidate declines, will immediately kick the candidate's name out as "declined".
