While there is little agreement on the details, there seems growing acceptance of the mounting assertions that the carbon footprint of modern society is significantly changing weather conditions. How extensive the role of government in either a regulatory or bully-pulpit sense is less clear. Also involved is the degree of international cooperation the United States should either provide or seek.
