    A major source of power for lobbyist is the ability to get Senators or Representatives to insert unrelated legislation into major appropriation or other 'must pass' legislation. All legislation should be single topic with narrow boundaries. Most citizen referendums are required to pass the single issue test which is decided by state supreme courts. Our legislature process should impose the same requirement. Piggy-backing special interest or pork barrel legislation is a major problem with our existing legislative procedures.

    Line item legislation is much better than line item veto in the executive branch and would eliminate any further consideration of such veto. (Not to mention eliminating any constitutional issue).
